Your Parish Council Finance committee met early January 2012 to formulate the Parish Precept for the coming year, April to April 2013.Options were presented to the full Council at the January Parish Council meeting, held at Thorpe End Village Hall. It was agreed the precept for a Band D for 2012-13 property would increase by 94 pence per annum.This small increase will enable your Council to continue with improvements to our Parish. Your Parish Precept remains one of the most cost effective value for money and one of the lowest in the whole of Norfolk.
Residents’ will have read, the Government has allocated £86.5 million for the NDR.The Postwick Hub is the only element to receive planning consent by Broadland District Council and the Hub will be subject to a public enquiry in the New Year. The NDR and Postwick Hub will have major implications for our Parish, with increased traffic, carcinogenic airborne pollution, light pollution and noise. It will also change the entry into Thorpe St Andrew resulting in wasted journey time increased pollution and carbon footprint.
The JCS of which the NDR is a key element is currently being challenged in the High Court by a judicial review. The judge commenting the GNDP presentation was like trawling through treacle!
The outcome of this review is awaited. Your Parish will continue to oppose the JCS/NDR/Postwick Hub because we believe there are better alternatives.
Your Parish council has been advocating fast Broadband for Norfolk; this was a key ingredient to our alternative approach to the JCS enabling Market Towns and rural Parishes fast internet access to support and grow local business, sustaining local employment and housing. Norfolk County Council has put up £15 million of taxpayers’ money, Central Government have matched this with a further £15 million of taxpayers’ money. There is a vacancy for a Councillor for the Thorpe End Ward, as your Council has advertised the position and received no applicants, your Council can now co-opt a person onto the Council. Your Council invites anyone who is interested to contact one of their Ward Councillors or the Parish Clerk for further information.
Interesting documents, giving details of local people who served in the First World War have been handed in to your Parish, anyone wishing to view/ loan these records can contact our clerk.
Councillors’ Claxton and Johnson have carried out comprehensive safety checks on the play equipment and play areas at Gt Plumstead and Little Plumstead. Consequently, they have locked up certain parts of the equipment that should not be used until further notice.
It is now quite dark as winter draws in. Please ensure your children (and Adults) have adequate lighting on their bicycles.
Cllr Michelle Sayer-Beck provided further information with plans for the new play equipment. Subsequent to Cllr Claxton and Cllr Johnson’s inspection of the current play equipment it has been established that some of the existing equipment can be refurbished to a satisfactory standard. Your Council has agreed to obtain costs for this in addition to some new play equipment.
Your Parish Council has a spare set of goal posts. It was suggested these could be installed at the Sandhole lane site. The council is seeking residents’ views on this and the best location for these at the Sandhole lane site. Please contact your local Councillor.

Broad Lane & Hare road have been upgraded from Priority three to Priority One, this is good news for our Parish.
The former NHS Dussindale Walk in Centre has been re-opened as a NHS community centre.
